ATCOG’s Area Agency on Aging

ATCOG’s Area Agency on Aging (AAA) services nine counties – Bowie, Cass, Morris, Titus, Franklin, Hopkins, Delta, Lamar and Red River. The Agency is dedicated to providing services to seniors in our areas that will promote quality of life and quality of care. Services provided range from congregate meals, home-delivered meals, benefits counseling, care coordination, caregiver support, advocacy for residents in long term care, and transportation services.

ATCOG’s Area Agency on Aging’s services includes: 

Benefits Counseling Program

Provides assistance to seniors 60 years of age and older and Medicare beneficiaries of any age concerning their public benefits and entitlements.

Care Coordination

Assesses the needs of people 60 years of age and older and then coordinates local resources to support an individual’s highest level of functioning.

Caregiver Support

Assesses needs of caregivers and then coordinates available support services needs of caregivers and then coordinates available support services.

Information, Referral, and Assistance

Provides information to callers to identify and link with the appropriate service agencies. 

Nutrition

Serves nourishing meals at site locations and/or delivered to home-bound seniors.

Long-Term Care Ombudsman

Advocates for residents of long-term care facilities (nursing homes and assisted living facilities).

Senior Centers

providing organization and provision of support services and recreational and group activities for the older person. Serves nourishing meals on site.

Transportation

Offers transportation to nutrition sites, local medical services, and social service agency appointments.

Delta Hope House

The Delta Hope House, a food pantry at 440 SW 3rd street in Cooper, is run by community volunteers. Groceries for the pantry are provided by the North Texas Food Bank and local donations.

Service hours are 8:30 am - 11:30 am every 1st, 2nd, 3rd, & 4th Thursday.

Families who desire service must first be qualified at the Hope House on any given Thursday morning by bringing (1) proof of residence in Delta County (client/head of household name and address must be on the current electric bill; only 1 address can be used with a client/head of household application), (2) the name, Social Security number, and birth date for each member of the household receiving food (maximum 8 people in a household may receive food), and (3) wage/income verification of all working people living in each household.

In January each year, proof of income is required to renew a client account:

  • Current Social Security statement
  • Check stubs/bank statement
  • SNAP acceptance letter

The Commodity Supplemental Food Program is designed for Delta County residents 60 and above who meet the income guidelines.  Boxes can be picked up once each month on the Thursday morning of your choice. Each box includes canned fruits, canned meat, canned vegetables, cereals, cheese, shelf stable milk, peanut butter, dried beans, and either pasta, rice, macaroni, or spaghetti.

Applicants must present:

Proof of Age

Birth Certificate, Driver's License, or Texas ID

Proof of Residency

Utility bill, Rent Receipt, or Recent correspondence.

Proof of Income

SSI/SSDI, Employment, or pension

Delta County Public Library 

A group of citizens consisting of Betty Hensley, Delma Wintermute, Laura Jo Taylor, Lynne Gregory, Eileen Wright, Betty Baker, Fred Potts, Gary Robinson, Fred G. Wilkerson, and Foy Burns began working to found Delta County Public Library in 1981. The library opened November 11, 1992, at the site of the old Tom Boyd house on Southwest First Street in Cooper, Texas. It flourished and eventually began to outgrow its initial location. In 1992 when the library acquired a grant, they were able to purchase the old Church of Christ building at 300 West Dallas Avenue. With the help of local volunteers, the library was remodeled. The library opened in January of 1993 and remains an important part of community infrastructure.

Children's Storytime is held on the 1st and 3rd Tuesday of the month @ 10:30 am. Check our Facebook page for current information.

The Delta County Public Library offers many services to our patrons, such as copying, faxing, scanning, laminating, etc., as well as having computers and free wi-fi available for patrons to use.

The hours of operations are as follows:

Lakes Regional MHMR

Lakes Regional provides mental health and intellectual and developmental disability services in Northeast Texas.  Lakes Regional MHMR is a local non-profit community center specializing in the treatment of and service delivery to individuals with a mental health diagnosis or a developmental disability diagnosis. We work with individuals and families, other community organizations, and providers to develop person-centered treatment plans.

Our specialized locations are equipped with the expertise to provide adequate care coordination, counseling, and psychiatric medication management to adults and children. We are proud to ensure access to the services and support that enrich the lives of those we serve. Our mission is to be the first choice of citizens seeking these vital services.

Lakes Regional serves as the IDD Authority for Camp, Delta, Ellis, Franklin, Hopkins, Kaufman, Lamar, Morris, Navarro, Rockwall, Hunt, and Titus Counties. It also serves as the MH Authority for seven of the above counties. The exceptions are Ellis, Hunt, Kaufman, Navarro, and Rockwall counties, which are in the NTBHA (North Texas Behavioral Health Authority) and for which Lakes Regional is not recognized as the Mental Health Authority. Substance Use Disorder services are provided in Camp, Cooke, Delta, Fannin, Franklin, Grayson, Hopkins, Hunt, Kaufman, Lamar, Morris, Rockwall, and Titus counties. TCOOMMI adult parole and MH services are provided in Delta, Hopkins, and Franklin counties. TCOOMMI parole continuity services are provided in Hopkins, Delta, Lamar, Titus, Franklin, Morris, and Camp counties.

 

Lakes Regional operates as authorized under Texas Health and Safety Code, Chapter 531, Section 531.001(h). The TDMHMR Board has designated local entities as mental health and intellectual and developmental disabilities Authorities (MHA/IDDAs). The 74th Texas Legislature amended the Texas Health and Safety Code to define a local mental health or intellectual and developmental disabilities authority as an entity to which the board delegates the authority and responsibility within a specified region for planning, policy development, coordination, resource development and allocation, and for supervising and ensuring the provision of services to persons with mental illness or intellectual and developmental in one or more local service areas.
