On-Site Sewage Facilities (OSSF)

An On-Site Sewage Facility (OSSF), commonly referred to as a septic system, is an essential component for wastewater management in areas without access to centralized sewer systems. Delta County enforces the Texas Commission on Environmental Quality (TCEQ) rules for OSSFs under Title 30 of the Texas Administrative Code (TAC), Chapter 285.

 

Permitting Requirements

Before installing, altering, or repairing an OSSF in Delta County, you must obtain a permit. This process ensures your system meets local and state regulations for design, installation, and operation.

To apply for a permit, follow these steps:

  1. Submit an Application: Complete the Delta County OSSF Permit Application form, available on this website. Include all required documentation, including a site plan.
  2. Provide Site and Soil Evaluation/Testing Results: A licensed site evaluator or professional solitarian must assess the property to determine the site and soil suitability for a septic system.
  3. System Design Approval: A licensed OSSF designer or engineer must submit a system design plan for approval.
  4. Pay Fees: Permit application fees vary based on the type and complexity of the OSSF. Contact the Delta County OSSF Designated Representative (DR) for fee details.

Application Fees: 

  • Residential: $310.00
  • Commercial: $510.00

Permit documents shall include:

  •    Permit Application
  •    Site & Soil Evaluation (2 Pages)
  •    Technical Information Sheet
  •    System Description (provided by the designer)
  •    System Design (provided by the designer)
  •    OSSF Affidavit (if required)
  •    Maintenance Contract (provided by the installer)

 

Inspection Process

After receiving your OSSF permit, the installation must be inspected by the OSSF Designated Representative (DR) at key stages:

  1. Pre-Cover Inspection: Before covering any components, an inspection ensures the system is installed according to the approved design.
  2. Final Inspection: Once the system is complete, a final inspection confirms compliance with all regulations.

Inspections are scheduled through the OSSF Designated Representative (DR). Contact us at least 48 hours in advance to ensure availability.

 

Laws and Regulations

Delta County enforces the following OSSF regulations:

  • Design Standards: Systems must comply with TCEQ guidelines for proper sizing, location, and materials.
  • Setback Requirements: OSSFs must maintain specific distances from property lines, water wells, and structures to ensure safety.  Reference Texas Administrative Code Title 30, Part I, Chapter 285, Subchapter A, Rule §285.4
  • Maintenance Obligations: Property owners are responsible for maintaining their OSSF to prevent malfunctions and pollution.

Violations of OSSF regulations may result in penalties, fines, or legal action. To avoid compliance issues, consult with licensed professionals and adhere to all permit conditions.

 

Installation Requirements

OSSF installation must be performed by licensed professionals certified by TCEQ. The installer is responsible for:

         Following the approved design plan.

         Using materials and methods that meet regulatory standards.

         Scheduling inspections at required milestones.

"Do it yourself" (DIY) installation of septic systems is not permitted.
